HARRISBURG, Pa. — Attorney General Kathleen G. Kane’s office today announced the conviction of a Delaware County man for unlawful contact with a minor and the arrest of a Cumberland County man charged with distributing and possessing child pornography.
“Victimized children grow up to be traumatized adults,” Attorney General Kane said. “Our office works tirelessly to lock away those who seek to hurt children.”
The Attorney General’s Child Predator Section was expanded in 2013 to include a state-of-the-art command center to conduct investigations and a mobile forensics vehicle for on-scene computer forensics analysis.
These efforts have resulted in a significant increase in the number of arrests and prosecutions of child predators in every region of the Commonwealth.
Bupp charges
David Timothy Bupp, 46, 149 Elm St., Carlisle, Cumberland County, was arrested Friday following an investigation into the online distribution of child pornography.
Investigators identified an IP address associated with Bupp sharing files which depicted apparent child pornography.
Agents with the Office of Attorney General’s Child Predator Section executed a search warrant at Bupp’s residence and seized multiple electronic devices. An analysis of the devices by the Office of Attorney General’s Computer Forensics Unit revealed multiple files of suspected child pornography.
Bupp is charged with eight counts of distribution of child pornography, 25 counts of possession of child pornography and one count of criminal use of a communication facility.
He was released from custody on $15,000 unsecured bail. A preliminary hearing is tentatively scheduled for July 6.
The case will be prosecuted by Deputy Attorney General Rebecca Elo of the Office of Attorney General’s Child Predator Section.
Garner conviction
Ryan D. Garner, 36, Egg Harbor Township, NJ, was found guilty on Thursday of criminal attempt to commit involuntary deviate sexual intercourse, unlawful contact with a minor, criminal attempt to commit indecent assault and criminal use of a communication facility.
In April 2015, Garner was arrested after he responded to an online advertisement and sent text messages to an underage ‘girl’ in an effort to engage in sexual activity.
The ‘girl’ was an undercover agent with the Office of Attorney General’s Child Predator Section.
A sentencing hearing is tentatively scheduled for Sept. 20.
