FULTON, TWP, Lancaster County, Pa- Police in Lancaster have arrested a 30-year-old woman after they say she was high and nodding off with her naked baby in her arms.

Barbara Hill, 30, of Peach Bottom, is being charged with endangering the welfare of a child and possession of drugs and paraphernalia.

According to State police, just after 11:00 a.m. Wednesday troopers found Hill in the area of Arcadia Trace Road and Cherry Hill Road in Fulton Township, holding her 3-month-old daughter, who was naked and only covered by a newborn towel.

Hill appeared to be high and was nodding off with the baby in her arms, police said.

According to court documents, Hill was found with a small bag of heroin and a syringe that was sticking out of the left side of her bra. Hill told police that she was on medicine but none that required the use of a syringe.

The baby had been crying on and off for 40 minutes and appeared to be hungry by smacking her lips together, court documents state.

The baby is now  being cared for by a family relative

Hill was arraigned on the charges and placed in Lancaster County Prison on $40,000 bail. Her preliminary hearing is scheduled for August 10th.
