According to the reporting person, a black male wearing a black colored muscle shirt and blue jeans was attempting to break into the garage to the rear of a residence in the 500 block of E. Fulton Street.

The male eventually walked away from the garage, and the reporting person lost sight of the male. As officers drove into the area, they observed two black males walking in the 400 block of E. Fulton Street. One of the males was wearing a black colored muscle shirt and blue jeans. Officers ordered the two males to stop and both complied. The male wearing the black colored muscle shirt was subsequently identified as 27 year old Mark Frazier. The other male was identified as 22 year old Clifton Hunter.
