HARRISBURG, Pa. — Hundreds of pet lovers came together at the state Capitol Building today for a rally hosted by Senator Rich Alloway (R-33) in support of Libre’s Law, legislation to help prevent animal cruelty in Pennsylvania.
Alloway’s legislation, Senate Bill 1372, would change the existing statute pertaining to animal cruelty to bring Pennsylvania in line with the majority of other states in the country by increasing penalties for certain crimes against animals. It also adds a new classification for offenders who cause the death or serious bodily injury of an animal. Violators could be found guilty of a third-degree felony.
The legislation was inspired by the story of Libre, a 4-month-old Boston terrier who was rescued in July from a Lancaster County farm after suffering from weeks of severe neglect. The case generated interest from animal advocates throughout the country.
Alloway visited Libre twice during his treatment at Dillsburg Veterinary Center.
“I have always had a strong interest in promoting responsible pet ownership and preventing the mistreatment of animals. Animal abusers deserve to receive a punishment that fits the heinous nature of their crimes,” Alloway said. “Libre’s story inspired me to take the next steps to ensure no animal is forced to endure the kind of awful treatment that nearly took the life of this kind-hearted animal.”
Dillsburg Veterinary Center staff treated Libre for starvation, dehydration and a variety of infections. He made a full recovery after several weeks of dedicated care, and he was adopted by Speranza Animal Rescue founder Janine Guido. Libre and his new owner attended today’s rally.
