Authorities in Hyde County, North Carolina, have issued a mandatory evacuation order for Ocracoke Island, a popular tourist destination, ahead of Hurricane Matthew. Visitors will evacuate starting at 5 a.m. Wednesday. Resident evacuations begin at 5 a.m. Thursday.
