LANCASTER COUNTY, Pa. –  A man asking for handouts from passing motorists is arrested on drug charges over the weekend.  At about 10:28 a.m. Saturday, November 5, a Manheim Township officer stopped Justin A. Armstrong, 23, no known address, after he saw him holding a sign and soliciting money from motorists on the ramp from Route 30 east to Harrisburg Pike.

The officer found that the Lancaster City Police Department had an arrest warrant for Armstrong, and took him into custody. During the arrest, two bags of heroin and a hypodermic needle was found in his possession.

Armstrong was turned over to Lancaster City Police on the warrant. Charges of Possession of Heroin and Possession of Drug Paraphernalia were filed against him.
