Police seize over $19K worth of heroin during traffic stop in Franklin County

GREENE TOWNSHIP, FRANKLIN COUNTY, Pa.–A man and woman are facing charges after over $19,000  worth of heroin was seized during traffic stop along Interstate 81 in Franklin County early Friday morning.

It was part of an ongoing investigation into heroin trafficking in Franklin County.

Susan Hollabaugh, 29, of Chambersburg, and Kevin E. Paul, 33, of Fayetteville, are each charged with possession with intent to deliver a controlled substance and possession of drug paraphernalia. Hollabaugh was also charged with receiving stolen property. Paul was also charged with unlawful delivery of a controlled substance.  Both were arraigned and taken to Franklin County Jail. Hollabaugh’s bail was set at $500,000. A judge denied Paul’s bail.

Pennsylvania State Police and the Franklin County Drug Task Force stopped the 2007 Mercury Milan the pair were riding in near Exit 20 along Interstate 81 in Greene Township around 12:45 a.m.

A search of the vehicle uncovered 981 bags of heroin with an estimated street value of $19,620, along with 11 vials of crack cocaine and assorted drug paraphernalia.

Investigators also searched Paul’s home in Fayetteville and recovered $3,748 in cash, a digital scale, an “owe sheet,” and three guns. One of the guns had been stolen.

Police had been conducting surveillance on the vehicle since November 11.  The Franklin County Drug Task Force received information from the United States Drug Enforcement Administration regarding a traffic stop involving the vehicle on Interstate 70 in Madison County, Ohio.  During that incident, 127 bags of heroin, 87 plastic containers of hashish, 28 THC packets, 24 THC oil syringes, 10 hashish oil pens, 17 bags of marijuana and 7 TCH edibles were found in the vehicle.

Charles W. ” Billy Lynch III, 28, of Chambersburg, was charged with possession with intent to deliver a controlled substance.

After the vehicle was identified as being used in drug trafficking–it was placed under surveillance by the Franklin County Drug Task Force. During the course of the investigation, several drug deals involving known heroin users were witnessed within Franklin County.

On Friday–authorities received information that the vehicle had left an area of Philadelphia known for heroin trafficking and was headed back to Franklin County. That’s when they moved in and pulled over the vehicle, which Hollabaugh and Paul were riding in.
