Dog abandoned by owner in York County SPCA parking lot

The person left the dog tied to a light pole outside the building, staff members said.

YORK, Pa. — The York County SPCA is trying to find out who abandoned a dog in their parking lot this week.

Staff said a person tied the dog to the light pole and left it in the parking lot of the facility on North Susquehanna Trail in Manchester Township.

Staff tried to stop the person before they left the puppy, but couldn't in time.

The incident occurred while the shelter was open and it was all captured on their Ring camera.

In the video, a person is seen exiting a black 2016-17 two-door Honda Accord in the parking area. They walk the puppy to a light pole, where they are seen tying the dog to the pole.

The dog can be seen straining at its leash as it attempts to follow the person back to their vehicle, which pulls away.

In Pennsylvania, it is illegal to abandon an animal and it could result in a hefty fine or jail time.

According to staff at the SPCA, there has been a "staggering" number of evictions in the York area over recent weeks.

"And while we cannot correlate this with the stray dogs we have coming in, we are seeing numerous dogs--sometimes six to eight at a time--(being surrendered)," said Kristen Dempwolf, the York County SPCA communications director. "In our owner surrender applications, most individuals are (citing) breed restrictions, housing, and economic challenges."

And the SPCA staff said they're facing other issues, such as being at max capacity and in need of more fosters.

The SPCA took in the puppy that was abandoned on Tuesday, Dempwolf said. 

The puppy, which staff have named Swiss Roll, "is such a sweetie," Dempwolf added.
