Man arrested for endangering children, abusing corpse after EMS respond to call

BIGLERVILLE, Pa. — A Biglerville man is facing charges after paramedics responded to his home for a woman in cardiac arrest and allegedly found "deplorable" living conditions and child abuse.

Emergency medical services say no one would come to the door and they had to force their way into the home of Darryl Carter, 35, after he called 911 to report a woman in cardiac arrest just before 2 p.m. on March 6. Once inside, EMS found that the woman had died and was laying in plain view in the house.

Carter refused to talk to police about the circumstances surrounding her death and asked paramedics why they were in his house, according to a criminal complaint. The woman was identified as Charlene Evonne Felton, 38. Her autopsy is scheduled for 10 a.m. on March 7, the Adams County Coroner said. Felton's cause and manner of death are unknown at this time.

The house was in a "deplorable" state, Pennsylvania State Police said, with kitchen pans filled with urine and feces and piles of dirty diapers and urine-soaked blankets. The house did not appear to have running water, a working toilet or sewer service. Police say there was also food and wrappers strewn all over the house, including the floor.

Troopers say they witnessed Carter step on the dead woman's body multiple times while pacing and throw a 3-year-old child across the room. PSP also claims Carter "admitted to other acts that would outrage ordinary family sensibilities."

He was eventually arrested in order to preserve the scene, police said.

Carter is charged with two counts of endangering the welfare of children - parent/guardian/other commits offense, simple assault and abuse of corpse. He is being held in the Adams County Prison and awaits a preliminary hearing on March 13.
