DAUPHIN COUNTY, Pa. — Dauphin County police are searching for a man wanted following the shooting death of a 17-year-old.
According to the affidavit of probable cause, officers with the Harrisburg Bureau of Police found the victim along the 1700 block of Regina Street in Harrisburg around 6:30 p.m. on Aug. 12. The victim- who was a student at Steelton-Highspire School District- suffered from multiple gunshot wounds and was pronounced dead at the scene.
Officers recovered seven 9mm casings from the scene and an investigation was launched.
Surveillance footage from the scene showed a gray Nissan Altima pulled up to the curb on the north side of the street around 6:28 p.m. Around 50 seconds after the vehicle arrived, two adult males- one identified as Rashad Neal, 30, from Steelton- exited the car and pointed handguns at the victim.
According to the affidavit, there were four visual muzzle flashes from Neal's handgun. The second individual reportedly did not fire his gun.
Police made contact with the second individual at the scene who alleged that Neal found his Glock 9mm handgun under the front passenger seat and used it to shoot and kill the victim. It was confirmed that the 9mm handgun was missing and he was unaware of what Neal did with it.
According to an associate of Neal, he disabled his Facebook after hearing that the victim had died.
Neal is reportedly prohibited from carrying a firearm due to previously being convicted of murder in North Carolina in March of 2017. Cell phone records show that Neal was reportedly in the area of the murder on Aug. 12 at 6:26 p.m. and that he traveled to North Carolina on Aug. 16.
The affidavit states that officers attempted to reach Neal multiple times on his cellphone but have not received a response.
Online court documents show that Neal has been charged with possession of a prohibited firearm, firearms not to be carried without a license, flight to avoid apprehension, theft by unlawful taking and receiving stolen property. Neal has reportedly not been arrested at this time.
