New rape charges filed against former Lancaster Police officer Andrew Selby

A spokesperson for Lancaster mayor Danane Sorace confirmed that five new accusers have come forward against Selby, resulting in two new criminal complaints.

A former Lancaster City Police officer charged earlier this month with raping two juvenile girls and attempting to rape a third victim nearly three decades ago is facing additional charges after investigators say more accusers have come forward.

Andrew Selby, 54, has been charged with two sets of additional offenses after five more accusers made allegations of rape and sexual assault against him, a spokesperson with the City of Lancaster confirmed Friday.

Court records show Selby was charged Thursday with felony counts of rape and sexual assault in one case, which allegedly occurred in Lancaster in 1995, and rape, attempted rape, statutory rape, and attempted statutory rape in the second case, which allegedly occurred in Manheim Township sometime between August 1993 and August 1994.

The new charges were filed by Lancaster Police Det. Jessica Higgins, who investigated the earlier accusations against Selby and charged him earlier this month.

Authorities did not say whether any additional criminal complaints will be filed against Selby based on the accusations of the others who have come forward.

According to the criminal complaint in the Lancaster case, the victim claimed she was raped by Selby in his home in 1995 or 1996, when she was between the ages of 15 and 16. The victim claimed she knew Selby because he was a police officer with whom she'd had frequent interactions, the complaint states.

Selby would allow the victim to smoke marijuana in his home, she reported in the complaint.

On the night of the alleged rape, Selby picked the victim up and took her to his upstairs bedroom, where he allegedly refused her requests to allow her to leave, threw her on a bed and raped her.

In the second case, the victim reported she was 13 years old at the time of the alleged rape, which she said occurred between August 1993 and August 1994 at a home on the 600 block of Martha Avenue in Manheim Township. 

The victim said she was staying overnight at the home, owned by a female acquaintance of Selby's. When the victim got up to use the bathroom, Selby called her into his room, forced her to sit on his lap, and raped her. The alleged assault ended when Selby's acquaintance woke up, the victim said.

Higgins interviewed the woman, who confirmed Selby was at her home on the night in question and that she remembered walking in on Selby and the victim, according to the complaint.

Selby was charged earlier this month with raping a juvenile victim just days after she reported that she was sexually assaulted by another man in December 1997. Selby was serving as the lead investigator in her case at the time, police said.

The man accused of raping Selby's first alleged victim, Roberto Rosario of Dallastown, York County, was also charged with rape, involuntary deviate sexual intercourse and sexual assault. 

That victim reported her allegations to Higgins in March, nearly three decades after she said it happened. Higgins began investigating when she became aware of the accusations against Selby, authorities said earlier this month.

Over the course of the investigation of Selby, two other victims came forward with similar accusations against the former police officer, officials said.

Selby, now 54, is charged with rape and sexual assault in connection to the allegations made by the first victim.

Additionally, he's charged with rape, involuntary deviate sexual intercourse, sexual assault, and statutory sexual assault of a 12-year-old victim and attempted rape, attempted statutory sexual assault, and attempted sexual assault of another young female victim in November 1999. 

Police are not disclosing the exact age of the third alleged victim.

Selby was a member of the Lancaster Bureau of Police from 1994 to 2000. He now resides in Pequea Township.
