Lancaster man arrested for sexual abuse of child

LANCASTER, Pa. — A Lancaster man is in jail for allegedly sexually abusing a minor.

Eugene Paul Gibbons, 43, is accused of taking explicit pictures of a minor and touching the victim inappropriately. 

Police began investigating Gibbons after receiving a tip from Children and Youth services in March, according to an affidavit of probable cause. The victim allegedly told a school counselor about the abuse.

Since 2021, Gibbons allegedly took illicit pictures, made the victim change in front of him and touched the victim inappropriately.

Gibbons told the victim not to tell anyone what they were doing because he could "get in trouble with the police," according to a criminal complaint.

Police say they found evidence of the allegations at Gibbons' house and on his cell phone.

He is charged with two counts of involuntary deviate sexual intercourse, incest with a minor, sexual abuse of children - photographing, videotaping, depicting on computer or filming sexual acts, two counts of unlawful contact with a minor, corruption of minors and two counts of indecent assault.

Court documents show Gibbons is being held in Lancaster County Prison, awaiting a hearing scheduled for July 31.
