Police release additional photos of former officer accused of raping multiple women while in the department

9 women have come forward with accusations of rape or sexual assault by Andrew "Scott" Selby during his time in the department, resulting in 5 criminal complaints.

LANCASTER, Pa. — In an effort to assist in the investigation of a former officer charged with sexually assaulting four victims in the 1990s, the Lancaster Bureau of Police on Monday released additional photos of him from that time period in hopes that they will jog the memories of additional potential victims.

Andrew "Scott" Selby, 54, is accused of sexually assaulting at least four women and attempting to rape another while he was a member of the Lancaster Bureau of Police between 1994 and 2000.

Selby was arrested and charged with the rapes of two victims and the attempted rape of a third on May 17, and was charged in two other cases later that month after five other alleged victims came forward with additional accusations.

According to police, since the investigation of Selby began in March, a total of nine victims have come forward, resulting in five criminal complaints against him. In one case, charges were not filed because the statute of limitations expired, police said.

On Monday, Lancaster Police released four photos of Selby, from 1992 and 1993, along with digitally enhanced versions of both photographs.

"We are releasing additional photos of former Lancaster City police officer, Andrew 'Scott\' Selby, from the 1990s to help jog the memories of individuals who may have interacted with him during his time as an officer," the police department said.  "We are still attempting to locate better photographs of Selby and will update this post as they become available."

Lancaster Police Detective Sergeant Jessica Higgins began investigating on March 3, when she became aware of the first victim's allegations. 

In that case, Selby was the officer in charge of the investigation of the victim's sexual assault by another man in December 1997. A few days after the initial sexual assault, the victim reported, Selby raped her again.

The victim was 16 years old at the time, police said.

Over the course of Higgins' initial investigation, two other victims came forward with accusations against Selby. One was 12 years old at the time; police did not disclose the age of the second accuser, but said she was a juvenile at the time of the alleged incident.

Selby was charged with rape and sexual assault of the 16-year-old victim, and rape, involuntary deviate sexual intercourse, sexual assault, and statutory sexual assault of a 12-year-old victim. He was also charged with attempted rape, attempted statutory sexual assault, and attempted sexual assault of the other young female victim.

The man who raped the 16-year-old victim prior to Selby's alleged sexual assault, Roberto Rosario, of Dallastown, York County, was also charged with rape, involuntary deviate sexual intercourse, and sexual assault by Lancaster Police in May.

Two weeks after the initial charges against Selby were filed, Lancaster Police charged Selby in two additional cases after five more women came forward with accusations against him. 

Higgins charged Selby with rape and sexual assault in one case, which allegedly occurred in Lancaster in 1995, and rape, attempted rape, statutory rape, and attempted statutory rape in the second case, which allegedly occurred in Manheim Township sometime between August 1993 and August 1994.

The investigation of Selby remains active, police said.
