DAUPHIN COUNTY, Pa. — Editor's note: The attached video is from April 1.
A suspect has been named and charges filed following the death of Otilio Lugo-Rivera, 35, in Steelton.
After a joint investigation by the Steelton Borough Police Department and detectives from the Dauphin County District Attorney's Office, police filed charges against Kier Hashawn Sims, 33.
Sims has been charged with criminal homicide in connection to the March 23 death of Lugo-Rivera.
After an autopsy, board-certified forensic pathologist Dr. Wayne K. Ross determined that the cause of death was blunt force trauma to two sections of Lugo-Rivera's brain.
An eyewitness to an altercation at the Hideout Lounge, located at 159 North Front Street in Steelton, described to police the incident that caused the fatal injury. According to the witness, Sims started a confrontation with Lugo-Rivera. Sims and other individuals assaulted the victim before the groups were separated, according to a criminal complaint.
After the initial altercation, Sims allegedly broke free from people holding him back and attacked Lugo-Rivera, striking him in the head with great force. This caused Lugo-Rivera's head to strike a wall and he fell to the ground, according to police. When officers arrived at the scene, they found bystanders performing CPR on Lugo-Rivera. Emergency Medical Services took over CPR but ultimately pronounced him dead, according to a criminal complaint.
According to the Steelton Borough Police Department, on April 25, Sims was arrested by U.S. Marshals in York. He is being held at York County Prison on warrants unrelated to the homicide in Steelton.
Once those warrants are remedied, he will be transferred to Dauphin County Prison.
