Three charged with shooting death of Harrisburg man

HARRISBURG, Pa. — Three people have been charged with the July shooting death of a Harrisburg man. 

Juan Arvelo, 21, from Camp Hill, Ceniah Simmons, 18, from Steelton and Krisshon Giles, 17, from Lemoyne were charged with the July 24 shooting death of Richon Strain-Hankerson, 26, from Harrisburg.

According to the affidavit of probable cause, on July 24, 2023, at 9:47 p.m., Harrisburg officers were dispatched to the area of South 20th Street and Zarker Street in Harrisburg for a report of shots fired. 

At 9:48 p.m., officers were also dispatched to the 2400 block of Market Street for a report of a gunshot victim -- the two locations were within blocks of each other. 

At the scene, officers located a red Mazda CX5 car facing east along the 2400 block of Market Street. The car was damaged from being shot multiple times and the front seat passenger was identified as Strain-Hankerson. 

Strain-Hankerson was suffering from multiple gunshot wounds and was pronounced dead at the scene. 

An interview was conducted with the driver of the car, who reported that the victim had just gotten into his car in the area of South 20th and Zarker Streets when he was shot. 

Video surveillance from the scene was obtained and, according to the affidavit, the video shows a group of ten individuals walking south on North 20th Street toward the location of the shooting at approximately 9:43 p.m. 

Two minutes later, the same group headed south across Market Street and began traveling onto South 20th Street toward Zarker Street, where the shooting occurred another two minutes later. 

Video surveillance reportedly shows Strain-Hankerson walking west from the 2000 block of Zarker Street and approaching the red Mazda, which was stopped on the northeast corner of South 20th Street and Zarker Street. 

When doing so, the group of ten separate from each other, taking a position on multiple sides of the vehicle. According to the affidavit, four of the individuals fired gunshots toward Strain-Hankerson and the car he was entering. 

After the gunshots were fired, the car quickly drove away and the group of ten, including the four who fired gunshots, reportedly ran in an eastbound direction. 

Information from a witness alleged that the group of ten individuals involved in the shooting were together at a birthday prior to the incident. 

Officers identified a member of the group of ten who was then interviewed. The person allegedly identified himself, as well as others in the video, as being at both the birthday party and the shooting. The individual also identified Arvelo, Simmons and Giles as being present at both locations. 

According to the affidavit, the three suspects can be seen holding a firearm and shooting it in the area of South 20th Street and Zarker Street on video. They allegedly all shot toward Strain-Hankereson and the red Mazda, which resulted in the 26-year-old's death. 

As a result, Arvelo, Simmons and Giles have been charged with murder, conspiracy to commit murder and carrying a firearm without a license. Simmons is also being charged with person not to possess a firearm. 

The fourth suspect, Akai Eubanks Burnett, 15, was charged with criminal homicide, firearms not to be carried with a license and possession of a firearm by a minor in August.
