YORK COUNTY, Pa. — Two suspects have been named in the 2022 York County shooting death of Devin Zeigler and another is believed to be involved.
According to the affidavit of probable cause, on May 5 at 12:55 p.m., officers from the West Manchester Township Police Department in York were dispatched to the Auto Spa Express for a reported shooting.
At the scene, officers found Devin Zeigler, 24, who was in serious condition. He later died from a gunshot wound.
West Manchester Police have identified Kamron Dowsey, 20, and Shy'Dell Griffith, 22, as two suspects in the killing with a third, unnamed suspect also believed to be involved.
Dowsey has been charged with criminal homicide, criminal conspiracy-homicide, criminal attempted homicide and aggravated assault. He is currently at York County Prison.
An arrest warrant has been issued for Griffith, who is currently on the run, according to police. He has been charged with criminal homicide and criminal conspiracy-homicide.
Video surveillance captured from The Auto Spa Express showed a white Kia sedan with tinted windows, later identified as being driven by Dowsey, back into a free vacuum parking spot and park, according to the affidavit of probable cause.
The surveillance also showed a Gray Mazda CX-5 crossover-style car park beside the white Kia sedan. The driver, identified as Zeigler, exited the car and walked over to talk to a customer on the other side of the trafficway who was vacuuming out a black 2010 Volkswagen Routan minivan.
Zeigler then returned to his Mazda and parked on the other side of the business, beside the man he had just spoken with.
Surveillance footage then showed three men dressed in dark clothing exit the white Kia sedan. The men also had their faces covered.
Two men approached the man at the Volkswagen minivan and the third man approached Zeigler at the Mazda CX-5, according to surveillance footage.
As the three men from the Kia Sedan came within feet of the subjects, they displayed handguns and began firing.
Zeigler did not survive the attack; the driver of the Volkswagen minivan was shot in the leg.
A search warrant of Dowsey's phone records and location data put him in the area of the car at the time of the shooting. Additionally, the phone records revealed an order placed to a pizza place within walking distance of where the white Kia was later recovered.
A witness in front of the Grand Jury described overhearing a conversation between Dowsey's mother and Dowsey where he reported told her that he was "involved in a shooting" and "shot someone".
Another witness stated that she overheard a conversation with Dowsey's sister and Dowsey where he allegedly said, "That killing at the carwash, that was us".
Investigators believe Dowsey and Griffith intentionally targeted Ziegler as part of gang-related activity. West Manchester Police Detective Matthew DeWitt said a bounty worth $30,000 was put on Ziegler.
“Mr. Ziegler was a victim of a targeted hit because he was believed to hang out with one side of the city that was hated by those who killed him on that day," said DeWitt.
