In 2002 the York County Quick Response Team (YCQRT) was formed and is dedicated to serving the York County population of over 500,000 people. The team is currently comprised of over 40 law enforcement officers from thirteen Police Departments across York County, the York County Sheriff’s Department and the York County District Attorney’s office. The YCQRT operations and services include, but are not limited to: barricaded persons, hostage negotiations, hostage rescue, high risk warrant service, high risk surveillance, fugitive searches, sniper/counter sniper incidents, search and rescue, civil disorder and provides training to local police departments. The mission of the YCQRT is to provide law enforcement agencies within York County a specialized, highly trained unit to respond and resolve incidents of a critical nature, in which traditional police methods and operations would not successfully remedy the situation without exposing people to undue risk.
The YCQRT has seen many changes in the years it has been in existence and now has 25 tactical officers, 12 negotiators, a technical support unit, legal adviser, tactical medics, and many other types of support and equipment which form this dynamic professional team. With technology becoming a greater factor in the safe and successful resolution of tactical incidents the YCQRT is on the cutting edge. The team was picked as the first tactical team in the nation to deploy the DRAKONTAS system. This equipment allows the tracking of tactical officer’s movements at an incident by command post personnel. It also allows the instant transfer of important photos and documents to those tactical officers, using the latest wireless technology.
Dedicated to ensuring the safety of the citizens of York County, many team members have contributed personal funds to purchase equipment and supplies. Also, members have sought alternative funding from grants submitted to businesses and private foundations, solicitations to municipalities and other government agencies and conducted various fund-raisers. These efforts have resulted in a significant cost savings; however, they have not covered all of the expenses, nor does it solve long-term funding needs.
