The state department of General Services will hold their first vehicle auction of 2014 at the Manheim Central Penn Auto Auction. [488 Firehouse Road, Grantville, Dauphin County on Tuesday, February 25th at 10 a.m.]
“This is a wholesale auction so the public is going to have that advantage. If you were to look on the internet and research some of the car sites, whether it be autotrader.com or Kelly Blue Book, and price the cars, here they are substantially lower,” said Sal Cuomo, Manager of Manheim Central Penn Auto Auction.
SUVs and other types of vehicles used by state agencies, as well as vehicles seized by state law enforcement agencies will be up for bid. Seasonal items such as motorcycles, snowmobiles, ATVs, and dirt bikes will also hit the auction block.
“It’s a great opportunity to get a return on our investment with the state vehicles. Instead of just not having anything in return. We are able to give individuals the chance to buy a quality vehicle and bring money back into the commonwealth’s general fund,” said Troy Thompson with Pennsylvania Department of General Services.

Preview of Vehicles:
• Prospective bidders are invited to inspect the vehicles located at the Manheim Central Penn Auto Auction, 488 Firehouse Road, Grantville, PA 17028 on Friday, Saturday, Sunday and Monday prior to the sale from 9:00 A.M – 4:00 P.M. (except holidays)
• It is the responsibility of the bidders, by careful personal examination of the vehicles to determine the nature and extent of any and all defects.

The auction will take place on Tuesday February 25, 2014. Registration opens at 8:00 am – Sale begins at 10:00 am.
The public is invited to attend an auction of used Commonwealth of Pennsylvania vehicles at the Manheim Central Penn Auto Auction, 488 Firehouse Road, Grantville, PA 17028; located at Interstate #81 Exit 80 Hershey/Grantville. Attendance is limited to those who are at least of 18 years of age. No chairs. No pets.

Terms and Conditions of the Auction:
• All vehicles are sold on an “AS-IS, WHERE-IS” basis. The Commonwealth of Pennsylvania Used Vehicle Auctions and Manheim Central Penn Auto Auction offer no warranties or guarantees, expressed or implied, including without limitation, the implied warranties of merchantability and fitness for a particular purpose.
• There will be no refunds or adjustments if the sale, or a vehicle in the sale does not meet the personal expectations of the buyer, or if the buyer does not inspect the vehicle prior to sale.
• There will be NO arbitration.
Registration and Bidding Procedures:
• Registration begins at 8:00 A.M. at the site of the sale, on the day of the sale. All vehicles will be released to the successful bidder by assigned registration numbers. Registration closes at 12:00 noon.
• Prospective bidders must register and receive a bid number to bid on vehicles.
Payment – Security Deposit:
• A security deposit of $200.00 (cash only) must be paid immediately after each winning bid. Only cash will be accepted for security deposits. All security deposits are non-refundable whether or not the transaction occurs. The security deposit will be deducted from the final total amount due.
• Full & final payment for vehicles must be made on the day of the sale before the office closes which will vary based on the amount of vehicles being offered. The office closing will be announced in the lobby when the last person is being served at the counter. There is no set time for the office closing and this condition does not constitute any reason or excuse for non-payment of vehicles. Any questions of when the office is closing can only be answered by the general manager of the auction.
• Cash only in large denominations of bills will be accepted. Please bring only $50 and $100 dollar denominations. No $1, $5, $10, or $20 denominations will be accepted or you may be charged a fee.
• Public buyers may also pay with cash or certified funds in the form of Money Orders, Cashier’s Checks, Certified Checks, or Bank Checks. These should be made payable to “Manheim Central Penn Auto Auction”.
• Personal or company checks will not be accepted for payment of vehicles.
• A buyer’s fee will be charged on purchases of vehicles at Manheim Central Penn Auto Auction based on a sliding scale from $175.00 – $350.00. Vehicles over $9,000 will incur a buyer’s fee of 4.5 % but will not exceed $450 and must be paid with cash only.
Payment – Sales Tax:
• All sales are subject to the prevailing Pennsylvania Sales Tax, payable to the “Commonwealth
Titles, Transfers and Tags:
• Applications for new license plates or transfers must be processed at the sale site.
• Pennsylvania residents will pay an administrative document fee, temporary tag fee, registration fee, title fee, and sales tax based on the prevailing rates.
• Out of state residents will pay an administrative document fee and an in-transit tag fee.
• Proof of current insurance is required when transferring or obtaining license plates.
• Motorcycle insurance is required to obtain motorcycle license plates. This is a separate policy from auto insurance.
• Personal checks are acceptable for tax, tags and transfer fees.
• Certificate of title for each vehicle purchased will be assigned to the successful buyer upon receipt of final payment.
