It's a neighborhood where the violence is so bad, some people who live there want to see it razed.

Hall Manor is a public housing complex that sees frequent shootings. Shanna Hymon says she's been trying to get out almost since the day she got in, in 2008.

She's on the waiting list for a Section 8 voucher from the Dauphin County Housing Authority. She calls about the voucher every month.

"My daughter says all the time, what about that voucher you keep talking about," she says. "I said I've got to wait, they don't have the money."

Hymon has three kids, and works as a cook at a charter school. She's been on the waiting list for Dauphin County for seven years, but the Housing Authority's executive director says there are 2,000 names on it, with about 80-100 openings each year.

"I wanted to move by the time my son was a senior," Hymon says. "Because I didn't want him graduating from here. But it is what it is, I've got two more kids so hopefully I'll get my voucher and be able to move them somewhere decent."

Section 8 housing allows people to have a private landlord, and the flexibility to take the voucher anywhere in the U.S.

"The easiest path for someone who is in subsidized housing to move to a different area is to have a Section 8 voucher because then they have the ability to go wherever they want," says Leo Agresti, executive director of the Dauphin County Housing Authority.

He says the best advice for someone waiting for a voucher is to check in regularly and keep your contact information updated. The waiting list recently went through a purge, cutting the number of names in half based on who couldn't be reached.

Hymon says she's upset by the violence in Hall Manor and scared for her children.

"Go to Iraq, do something, get away from our kids because at the end of the day innocent people are getting hurt," she says.
