ENOLA, Pa. — East Pennsboro Township Police announced on Wednesday the arrest of a man and woman in connection to the August 2021 death of a 10-year-old girl who was in their care.

Angela Donmoyer, 51, and Russell Moore, 56, both of Enola, are charged with criminal homicide and endangering the welfare of children, police said.

The couple is accused of neglecting to seek medical attention for the young girl, who exhibited signs of illness at least three days prior to her death.

An investigation of her death revealed the child died overnight while sleeping on a mattress on the floor of her home. The victim was observed to be "very skinny with a very distended stomach" when her body was discovered on the morning of August 15, 2021, according to the criminal complaint filed by investigators.

An autopsy determined the girl died of pulmonary emboli due to stenosis to idiopathic megacolon, or chronic constipation, according to police.

Donmoyer told investigators the girl had last been seen by a doctor a year before her death, but Moore told police a doctor hadn't seen her in at least six or seven years, the complaints state. A check of the girl's medical records indicated she had not been seen by a doctor since 2014.

A witness told police the girl was having trouble breathing for at least three days prior to her death, and that Donmoyer noticed the girl's lips appeared to be blue.

Investigators stated that a child abuse physician at Penn State Hospital reviewed the girl's medical records and determined her death was caused by medical neglect on the part of the suspects.

Donmoyer and Moore were charged on August 15. Both suspects were arraigned before Magisterial District Judge Michael Sanderson and remanded to Cumberland County Prison, where they are being held without bail.

The Cumberland County Coroner's Office and the Cumberland County District Attorney's Office assisted the police during the investigation.
