Harrisburg residents at a 'disconnect' with police following deadly crash

18-year-old Marion Holmes was killed in an officer-involved crash on October 3. More than a month later, the police report has not been made public.

HARRISBURG, Pa. — It’s been more than a month of grieving for the loved ones of 18-year-old Marion Holmes, like Tone Cook.

"He was a great kid and he was loved by his city," Cook said.  "He was loved by people, not only in the city but his family and his friends."

Holmes was killed in a deadly two-vehicle crash involving a Harrisburg police vehicle that was racing to a traffic stop. An officer hit the vehicle Holmes was a passenger in at 19th and Holly streets, causing it to crash into a nearby yard.

Holmes was pronounced dead at the scene.

As days and questions mount, answers have not.

"For everything to be so quiet and so silent and hush-hush about it, these children want answers," Cook said. 

Frustration boiled over for Harrisburg residents like Terrance Webb, who rallied outside city offices Monday night.

"We’re here about our community and the disjointedness of our community, and how we are constantly dealt with, pushed to the side, overlooked, and we’ve had enough," Webb expressed.

In the Allison Hill neighborhood of Harrisburg, a constant reminder lies out in the open; a memorial marks the spot at the intersection of Holly and 19th Streets where Holmes was killed and three others were injured.

Two people in the car Holmes was in suffered minor injuries. The officer behind the wheel, who has not been named, was also injured.

“He is currently on medical leave," Harrisburg's Communications Director Matt Maisel said. "When he returns from medical leave he’ll be on desk duty pending the results of the investigation."

This was the same information provided by the city immediately after the crash. As of November 6, there was not much else in the way of information from the State Police, who are the agency investigating. Harrisburg Police and Harrisburg City officials have remained tight-lipped on the matter.

“It was a tragic accident. It was tragic, and we understand that. We accept that," Webb said. "What we don’t accept is the lack of transparency, and what always happens: no accountability."

Community members are hurting and hoping for a change.

"Open apology. That’s one major way that you can start to rebuild the trust," Cook said.
