HARRISBURG, Pa. — Police have charged a 23-year-old Harrisburg man with abducting and raping a 12-year-old last month.

I Marr Finley allegedly followed the girl as she walked home from school on Nov. 25, the victim later told authorities.

He was dressed all in black, wearing a mask over his face, she reported. He allegedly attempted to get her attention multiple times, offering her money for sex, which she rejected.

When she told him no, Finley allegedly told her to follow him, the victim reported. She said she was scared, so she followed him to his home on the 2700 block of Reel Street. On their way to the house, the victim reported, the suspect covered her eyes so she could barely see where they were going.

Once inside the home, Finley allegedly called out to see if his mother was home. When he determined they were alone, he allegedly took the girl upstairs and raped her, she told authorities.

Afterward, he reportedly blindfolded the victim, led her out the back door of his home, and told her he would kill her family if she told anyone about the rape, the victim reported.

The girl said she ran home, leaving her backpack inside the suspect's house.

The victim's mother contacted police that night from Harrisburg Hospital, where she had taken the victim for treatment.

Police later executed a search warrant at Finley's home, where they found the victim's backpack, according to the criminal complaint.

Finley was taken into custody after a foot chase that reportedly involved him racing across rooftops.

He initially denied knowing or raping the victim, according to police. He later said he had "consensual sex" with the girl, who he claimed left her backpack at his home by accident.

Finley was charged with rape of a child, sexual assault, involuntary deviate sexual intercourse, kidnapping a minor, corruption of minors, and unlawful contact with a minor.

Court records show he was remanded to Dauphin County Prison after failing to post bail of $250,000 following his arraignment.

The Mayor's Office has scheduled a joint press conference on Wednesday, Dec. 11 with Mayor Williams and Harrisburg School District Superintendent Benjamin Henry regarding the alleged rape.
