Suspect arrested following 'police incident' in Halifax Township

Authorities were at the scene of what they described as a police incident in the area of Elmer Avenue in Halifax Township throughout Thursday afternoon.

DAUPHIN COUNTY, Pa. — According to Pennsylvania State Police - Lykens, a man was arrested around 6:30 p.m. on Thursday after an incident closed nearby roads for hours. 

State Police confirmed that officers were in the area of Elmer Avenue in Halifax Township, Dauphin County due to the standoff and search, and asked people to avoid the area.

Neighbors, like Jay Frederick, described the chaos in their quiet corner of the county.

"[It's] mostly quiet around here," Frederick said. "We just hang out with our friends and that's about it.”

He says his uncle saw police enter a trailer on South Elmer Avenue looking for the suspect this morning.

State Police say they were looking for Shawn Vann, 52, of Halifax, who was wanted for violating a Protection From Abuse order and breaking into a home on Elmer Avenue around 10 a.m.

"After they couldn't find him, they came out and went over there, and I guess went to this barn that's over here," he said, pointing to a building off Route 147. "They had the skid loader, like a military skid loader, all that stuff over there."

Vann allegedly took guns from the home on Elmer Avenue after breaking in. Frederick described hearing police demand the suspect put down his firearm, and what sounded like small explosions.

Pennsylvania State Police troopers, who were visibly armed and wearing tactical gear, shut down multiple roads around State Route 147 and McClellan Road for several hours.

Troopers confirmed that they caught the suspect at around 6:30 this evening at a local campground after receiving reports that an individual matching Vann's description was seen there.

All roads have since reopened, though Frederick says the incident is out of the ordinary for the tightly-knit community.

"I mean it's crazy, not normal for up here," Frederick said.
