Former Lancaster police officer appears in court on attempted rape charges in Manheim Township

Andrew Selby, 54, had charges against him of attempted rape and attempted statutory rape bound over to the Lancaster County Court of Common Pleas on July 8.

LANCASTER COUNTY, Pa. — A former Lancaster City Bureau of Police officer appeared in court today for his alleged sexual assault of a teenager in Manheim Township.

According to the Lancaster County District Attorney's Office, Andrew Selby, 54, had charges against him of attempted rape and attempted statutory rape bound over to the Lancaster County Court of Common Pleas following his preliminary hearing at the Lancaster County Courthouse. 

The two charges stem from incidents that allegedly happened at a home in Manheim Township. 

Assistant District Attorney Elizabeth Lapp presented evidence during the preliminary hearing from a victim who testified she was sexually assaulted when she spent the night at an acquaintance's house. 

The acquaintance of the victim also testified and stated that Selby, who she reportedly identified and pointed out during the proceeding, was present and the only other adult in the house the night of the incident, according to the Lancaster County DA's Office.

At the end of the hearing, MDJ Courtney Monson dismissed previously filed charges of rape and statutory rape. However, Monson did not modify Selby's $1 million bail and ordered a no-contact provision for the acquaintance witness. 

Selby is already facing charges in Lancaster City of rape of a person less than 13, two counts of rape, involuntary deviate sexual intercourse of a person less than 13, three counts of sexual assault, statutory sexual assault, attempted rape, attempted involuntary deviate sexual intercourse, attempted sexual assault and attempted statutory sexual assault. 

All of those charges were bound over to the Court of Common Pleas following a preliminary hearing. 

Selby is being held in Chester County Prison after a June 21 hearing by Chester County Senior Judge William Mahon, who was appointed by the Pennsylvania Supreme Court to oversee Selby's cases due to a conflict of interest with the Lancaster County Court of Common Pleas judges.
