LANCASTER, Pa. — Update: Bryan Halston Williams III, 18, from Lancaster was charged with the shooting along the 400 block of South West End Avenue, according to the Manheim Township Police Department.
According to police, officers met with three victims at the scene who stated they were standing on the first floor of a building when an unknown man came to the landing at the top of the steps. The man briefly paused and then pulled out a black handgun and fired two shots down the steps toward the victims, police stated.
The shooter then fled the scene but was reportedly captured on a surveillance camera arriving.
The suspect, later identified as Williams III, is unable to possess a handgun due to a prior juvenile adjudication for possession of a firearm by a minor. He also does not have a license to carry or reside at the building where the shooting occurred.
Williams III has been charged with three counts of aggravated assault, firearms not to be carried without a license, possession of prohibited firearms, recklessly endangering another person and criminal mischief- damaging property. He was arraigned and committed in lieu of $75,000 cash bail, according to Manheim Township police.

In one of the incidents, a victim suffered a non-life-threatening injury, according to Manheim Township Police.
The first incident occurred at 10:12 p.m. Tuesday on the 500 block of Misty Drive in Lancaster Township. Callers reported hearing two gunshots fired in the vicinity of an apartment complex. No one was injured, police said.
The second incident occurred at 2:17 a.m. Wednesday on the 400 block of South West End Avenue, police said. The initial reports indicated that about six shots were fired after some kind of argument.
The caller reported that several people were in the area when the incident occurred, police said.
At the time, there were no reported injuries, but police were advised a short time later that an individual had shown up at Penn Medicine Lancaster General with a gunshot wound, according to police.
Investigators determined that the individual was the victim of the shooting. The victim had non-life-threatening injuries and had been shot in one of their extremities.
At this time, it is unknown what the victim’s involvement in the incident was, according to police.
Manheim Township Police took one adult male into custody at the scene.
Police do not believe the two shootings are related. No further information on the suspect or the victim in the second incident is being released at this time, according to police.
