LANCASTER, Pa. — Update, 2 p.m.: Police say there were two suspicious packages left at the entrance to the Fulton Bank on Penn Square shortly after 8 a.m.
Penn Square and the surrounding areas were closed out of an abundance of caution and nearby businesses were evacuated, according to the Lancaster Bureau of Police.
After investigation, the packages were ultimately found to be harmless, police say.
As of this time, there were no actual threats reported to police regarding the packages. The area was cleared and traffic resumed as normal at about 12:45 p.m.
Police are investigating the circumstances regarding who placed the packages at the location and why.
"We appreciate the public response and cooperation in this incident as it took until 12:45 pm to ensure that the area was safe," police said in a statement. "We recognize that closing a major intersection for that long has an impact on the lives of many persons in our community."

Law enforcement authorities in Lancaster are warning the public to avoid Penn Square due to a police incident.
As of 10:15 a.m., police have not released any details of the incident, but the square and its surrounding streets are closed to both vehicle and pedestrian traffic, according to the Lancaster Bureau of Police.
Reports from the scene indicate at least one suspicious package was discovered at Fulton Bank, which is located on the square.
Traffic is also blocked at West King, North Prince, South Queen and West Vine streets.
Police are also urging people in buildings located near Penn Square to stay inside unless directed to evacuate.
