LANCASTER COUNTY, Pa. — Lancaster city and law enforcement officials on Friday announced that a former officer with the Lancaster Bureau of Police has been charged with the rape and sexual assault of two underage victims and the attempted rape and sexual assault of a third victim nearly three decades ago.
One of the alleged victims of former Lancaster Police Officer Andrew "Scott" Selby was raped by another man in December 1997, according to Lancaster Police Chief Richard Mendez. Selby was serving as the lead investigator in her case when he allegedly raped her just days later, Mendez said.
The man accused of raping Selby's first alleged victim, who was 16 years old at the time, is also under arrest, city officials said Friday.
That man, Roberto Rosario, of Dallastown, York County, was charged Thursday with rape, involuntary deviate sexual intercourse, and sexual assault.
Rosario, now 44, was arraigned on the charges Thursday night, according to police.
Lancaster Police Detective Sergeant Jessica Higgins began investigating in March, when she became aware of the victim's allegations.
In an interview with Higgins, the victim detailed a violent assault and rape by Rosario in late 1997. Selby, who was 28 at the time, responded to Lancaster General Hospital on Dec. 27, 1997 to investigate the case.
The victim said Selby raped her a few days later, according to police.
Over the course of the investigation of Selby, two other victims came forward with similar accusations against the former police officer, officials said Friday.
Selby, now 54, is charged with rape and sexual assault in connection to the allegations made by the first victim.
Additionally, he's charged with rape, involuntary deviate sexual intercourse, sexual assault, and statutory sexual assault of a 12-year-old victim and attempted rape, attempted statutory sexual assault, and attempted sexual assault of another young female victim in November 1999.
Police are not disclosing the exact age of the third alleged victim.
Selby was a member of the Lancaster Bureau of Police for six years, from 1994 to 2000. He now resides in Pequea Township.
"The arrest is deeply shocking to all of us at the Bureau," Mendez said. "It is a black eye for the law enforcement community."
Police believe there could potentially be other victims of Selby who have not yet come forward.

"We are committed to holding all offenders, despite their position or status, accountable for their actions."
