NEW CUMBERLAND, Pa. — Police in York County have accused a Florida man of placing "skimming" devices on two gas pumps at a 7-Eleven in an effort to illegally obtain victims' credit card information.
Jorge Cabrera Tapanes, 33, of West Palm Beach, is charged with a felony count of Using a Device to Record, Read, Obtain, Etc. Encoded Information and a misdemeanor count of Unlawful Device Making Equipment Possession by Fairview Township Police, following an investigation launched in February.
According to police, a worker at the 7-Eleven store, located on the 100 block of Limekiln Road, contacted authorities on Feb. 7 after noticing two gas pumps were malfunctioning. The employee observed that the pumps' security seals had been broken, indicating someone had accessed the pumps' internal controls, police said.
An investigation determined someone had wired "skimming" devices to the pumps' credit card readers in order to fraudulently obtain credit card information from customers. The "skimmers" were photographed and disconnected, according to police.
Investigators consulted surveillance footage and used DNA swabs taken from the devices to develop Cabrera Tapanes as a suspect in the case, the complaint states. Investigators later learned he was tied to a multi-jurisdictional investigation regarding the placement of similar devices at other pumps across the state.
An arrest warrant was issued for Cabrera Tapanes, according to the complaint.
