York City Police Commissioner announces termination of former officer accused of raping one-year-old

Muldrow explained that on April 18, the lengthy employee termination process began. However, Cugini resigned the following day.

YORK COUNTY, Pa. — York City Police Department Commissioner Michael Muldrow is speaking out following allegations of rape committed by a former officer. 

On April 16, rape and assault charges were filed by Pennsylvania State Police against probationary police officer Steven Cugini, 28, for the alleged abuse of a 13-month-old baby. An investigation determined the victim suffered from broken bones, severe bruising and sexual violence, according to PSP. 

Muldrow confirmed to FOX43 that Cugini was placed on immediate suspension, per department protocol. 

On April 22, Muldrow posted a video to his Facebook page, providing an update on the investigation. 

"On April 17, [Cugini's] suspension status was transitioned to unpaid. Now armed with more details, the circumstances to include the allegations, the charging documents, and his status were internally reviewed. And I subsequently made the request to city government leaders, asking that [Cugini] be let go." 

Muldrow explained that on April 18, the lengthy employee termination process began. However, Cugini resigned the following day. 

"With myself and so many of us still reeling and wondering how individuals with bad intentions can slip through the cracks undetected, I turn my attention inward and we once again began reviewing our process and screening tests," Muldrow said in the Facebook video. 

He added that already established clearance checks, HR screenings, background checks, lie detection and psychological testing and more will be internally re-evaluated by officials within the department. 

"While it's a hard pill to swallow, we had to recognize that at the end of the day, you just never truly know what's in the hearts and minds of people. You just try your best to catch it before, keep an open mind and vigilant eye during, and be ready and willing to take action after."

Online court documents show that Cugini has been charged with rape of a child, aggravated indecent assault of a child and aggravated assault- attempts to cause serious bodily injury or causes injury with extreme indifference. 

He is currently out on $200,000 bail, according to court documents. Cugini has a preliminary hearing scheduled for May 1.
