Dauphin County Board of Elections reviews provisional ballots

The board voted to affirm the Bureau of Registration and Elections' recommendation to deny counting the 568 provisional ballots.

HARRISBURG, Pa. — The Dauphin County Board of Elections held a hearing on Nov. 15 to review challenges made to provisional ballots cast in the general election. 

There were 590 provisional ballots challenged out of the more than 2,500 provisional ballots cast in Dauphin County. Twenty-two of the challenged provisional ballots were stipulated to be counted. 

The remaining 568 provisional ballots were considered by the board in five separate subcategories. 

These categories were: 

1. 316 provisional ballots were denied by the Dauphin County Bureau of Registration and Elections as the voters were not registered to vote in Dauphin County. 

2. 155 provisional ballots were denied by the Dauphin County Bureau of Registration and Elections as the voters were registered to vote in a different county. 

3. 31 provisional ballots were denied by the Dauphin County Bureau of Registration and Elections as the ballots were not sealed in a privacy envelope. 

4. 65 provisional ballots were denied by the Dauphin County Bureau of Registration and Elections as the voters did not complete the affidavit located on the provisional ballot envelope. 

5. 1 provisional ballot was denied by the Dauphin County Bureau of Registration and Elections as it included two sealed privacy envelopes.

The board voted to affirm the Bureau of Registration and Elections' recommendation to deny counting the 568 provisional ballots. A formal written opinion will be provided. 

The board also commented that they would like more direction from the state legislature on the election process in Pa. while thanking the Bureau of Registration and Elections' staff for their hard work throughout the election.
