PennDOT asks for feedback on Lemoyne Bottleneck Project

The Lemoyne Bottleneck Project is in the works of being finalized, but PennDOT officials need public input before moving forward.

CUMBERLAND COUNTY, Pa. — The Lemoyne Bottleneck Project is nearly finalized, but PennDOT officials need public input before moving forward. 

The project focuses on Route 1010 (Market Street) in Lemoyne and Wormleysburg boroughs, Cumberland County. Officials say the area has a high volume of traffic, making it unsafe for bicyclists and pedestrians. 

“The project will improve traffic flow and address pedestrian and bicycle safety issues through that quarter,” said David Thompson, community relations coordinator with PennDOT District 8. 

The project is currently in the alternatives analysis phase and includes the below design elements: 

  • Area widening and repaving with a higher friction surface treatment
  • New 8-inch high curb and drainage upgrade
  • Enhanced signage and pavement markings
  • Traffic signal upgrades at both the Market Street with Front Street and 3rd Street intersections to include Emergency Vehicle Preemption and improved pedestrian accommodations
  • Reconstructed curb ramps 
  • Driveways and sidewalks or shared-use paths to meet ADA requirements for pedestrians and bicyclists
  • Improved roadway lighting and sight distance 
  • Driveway access management to reduce conflicts, and relocating fixed objects or improving protection to mitigate crashes

“Pedestrian accommodations through that area are not good,” said Thompson. “The sidewalks are very narrow, there’s inconsistent or nonexistent shoulders, the sidewalks are in disrepair, so it’s a hairy situation if you’re bicyclist or pedestrian trying to get through that section of Market Street."

The open house invites the public both in person and online to hear a presentation of recommended improvements and concepts. Work is anticipated to take place during the 2026 construction season, subject to all approvals, environmental clearances and funding availability.
