York City has issued a snow emergency through 8am Friday.
Vehicles parked along snow routes will be towed.
The Mayor spent Wednesday afternoon knocking at the homes of drivers who were in danger of getting their car towed away in order to assist them with moving their cars into city parking lots and garages.
The city had around 40 people working Wednesday morning to enforce the rules.
Phase II of the city's response included rolling out plows to clear the roads and salt.
