    PHILADELPHIA, Pa. — The Philadelphia Eagles have parted ways with head coach Chip Kelly with one game left in the 2015 season. Kelly took over as the team’s coach in 2013, leading the team to a playoff appearance in their first season together. The team missed the playoffs last season, and will do so again this season.     YORK, Pa. — Volunteers spent part of their day packing boxes of food for the Salvation Army’s Christmas Cheer distribution program. Folks from local Target retailers and Penn Air Hydraulics joined retired teachers and students to pack nearly 1,800 boxes. Each box includes a turkey, potatoes, and sides to create a holiday meal for families in need.     YORK, Pa. — The York City Council held its final public meeting about Mayor Kim Bracey’s proposed budget for next year.     HARRISBURG, Pa. — Police have arrested 15 juveniles for committing vandalism over the Labor Day weekend. Investigators say the group of teenagers, ranging in age from 13 to 16, damaged vehicles on Cumberland Street, Green Street, and North Second Street.
