A guilty plea in Cumberland County Court today to third degree murder and false imprisonment in the 1990 killing of Raquel Westfall, of Silver Spring Township. Troy Eugene Klingensmith, 53, was immediately sentenced to the maximum 10 to 20 years in prison and a consecutive 1 to 2 years for false imprisonment.
Klingensmith will begin serving the sentences for Westfall’s murder in 2017 upon expiration of his current state prison sentence. That means today’s sentence will not expire until at least 2039.
Westfall’s murder went unsolved until Klingensmith was arrested and charged on the basis of DNA evidence in 2008. Early in the investigation, the Silver Spring Township Police Department turned the case over to the State Police where it was handled by several criminal investigators over the years.
After sentencing, Klingensmith was taken back to the Graterford State Correctional Institution.
