A York man who failed to register as a sex offender is arrested by U.S. Marshals in Connecticut. Horace Duncan, 46, was convicted of aggravated indecent assault in 2001. He hadn’t registered since January of 2013. As a result of his conviction, Duncan is required to register as a sex offender for the rest of his life.
Marshals caught up to Duncan at 7am today at a home in the first block of Read Street, Bridgeport, Connecticut, and arrested him without incident. The arrest resulted after members of the U.S. Marshals Service Fugitive Task Force investigated and learned that Duncan fled the York area several months prior.
U.S. Marshal Martin Pane said, “This arrest demonstrates the long reach of the United States Marshals Service and its commitment to the pursuit of Megan’s Law violators.”
The Adam Walsh Child Protection and Safety Act of 2006 designated the U.S. Marshals Service as the federal agency responsible for assisting state and local authorities in the apprehension of non-compliant sex offenders. The U.S. Marshals Service National Sex Offender Targeting Center collaborates with the National Center for Missing and Exploited Children and the Department of Justice’s Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking Office to support all levels of law enforcement in pursuing unregistered and non-compliant sex offenders.
