Kimberly and Jarrod Tutko, Sr. are charged with Criminal Homicide and Endangering Welfare of Children in the death of their nine year old son Jarrod Tutko, Jr.  The child decomposing body was found on August 1 in the second floor bathroom of the family’s Green Street home in Harrisburg. The child had been dead for days.

According to autopsy the child died as a result of starvation and child maltreatment syndrome. He was only 42 inches tall and weighed just 16 and a half pounds when he died.

His father Jarrod Tutko, Sr., was arrest shortly after the discovery of his son's death. Kimberly Tutko originally told investigators that the last time she had not gone up to see her son in his third floor room in "many years" according to court documents. She said that she was aware that his room had no bed, the lights did not work, the door lock was reversed to keep him locked in and that feces was smeared about the room.

During another interview she finally admitted to seeing her son a day or two prior to his death. The investigation also revealed that Kimberly and Jarrod Tutko, Sr., showed a pattern of substantiated and alleged neglect of their other five children. Records from Schuylkill County also indicated finding of abuse against Kimberly Tutko dating back to 1993 involving her oldest child from a previous relationship.

The charging documents state that "The failure of Kimberly and Jarrod Tutko, Sr. to provide for even the most basic needs of their son demonstrates their extreme indifference to the value of Jarrod Tutko, Jr.'s life.
