MIDDLESEX TOWNSHIP, Pa. — A 5-year-old disabled child was removed from a filthy vehicle in Cumberland County on Saturday after police found a man and woman passed out inside who were high on bath salts, authorities said.

Robert M. Smith and Patricia Danner, both of Carlisle, are each charged with endangering the welfare of a child, possession of narcotics and possession of drug paraphernalia. Smith is also charged with DUI and driving while his license was suspended, his fourth offense.

Officers found Smith and Danner passed out inside their vehicle near Clemson Drive and North Middlesex Road in Middlesex Township on Saturday.  Investigators said they both were high on bath salts. According to police reports, Smith was driving the vehicle and passed out with his foot on the brake.

A 5-year-old disabled child was found surrounded by garbage and rotting food in the back seat. Investigators said the child was not bathed or properly cared for. Children and Youth were contacted and removed the child from their care.

Both Smith and Danner were taken to Cumberland County Prison after being treated at a local hospital.
