LANCASTER, Pa. — A woman was doing her laundry Tuesday morning when she says a man exposed his penis and masturbated in front of her and in full view of the passersby. It happened around 8:26am at the Charles Laundry located at 425 E. Orange St. The suspect, Tosheen Karon Shawell, 32, was spotted by police a short time later in the 100 block of Sherman St. but he ran, jumping fences and running through back yards. He was located and captured while attempting to hide in some bushes in the back yard of a residence in the 500 block of E. Marion Street.
Police say Shawell had a small amount of marijuana on him when he was arrested. He is charged with Indecent Exposure, Open Lewdness, and Possession of a Small Amount of Marijuana. Shawell was arraigned and committed to Lancaster County Prison in lieu of $5,000.00 bail.
