LEBANON COUNTY, Pa. – A Megan’s Law offender is arrested for failing to register his new address. Pennsylvania State Police say Richard Joseph Klinger, 32, of Palmyra failed to update his new address as required within three business days of moving. Klinger moved from his last registered address on November 27th.

An arrest warrant was issued charging Klinger with Failure to Comply with Registration on December 16.  Following arraignment Klinger was sent to the Lebanon County Jail in lieu of $5,000 bail.
