LANCASTER, Pa. -- Hundreds of people rallied Sunday outside the Lancaster County SPCA.

They are demanding justice for a dog who was recently found emaciated and dehydrated.

Libre was rescued from a farm in Lancaster County and is now being treated at Dillsburg Veterinary Clinic in York County.

Protesters are upset no charges are being filed against the person who neglected the Boston terrier puppy.

Joanne Ressler, a protester, said, "If we can't go to the SPCA for animal cruelty, who do we go to?"

They are asking for the SPCA's executive director, Susan Martin, to step down.

Jessica Blouch with Pitties Love Peace, said, "It's unacceptable for anybody to claim anybody who's the voice for the animals or should be the voice for the animals to not be his voice."

The four-month-old puppy is currently recovering.

Michelle Hall, a certified veterinary technician at Dillsburg Veterinary Center, said, "He's been regaining strength, his infections are clearing up, gaining weight the way he should've been, which is normal amounts of foods. We're not feeding him any more than you would for a puppy. He's gaining weight and he's starting to walk now on his own."

But Martin said her hands are tied. She said the vet who initially looked at Libre originally told her he would not testify in court, then changed his mind.

"With all the back and forth and the yes he did no he didn't, technically at the end of the day I have to go if I take this in front of a judge can I convince him beyond a reasonable doubt," Martin said.

She said she wishes the passion the protesters have for Libre could go to a better cause.

"I'm saddened by the fact that this change, this conflict can't be used to make really good change. It's more of a hatred that unfortunately I see on a daily basis at the SPCA," Martin said.
