HARRISBURG, Pa. - A bill that would make animal cruelty laws stricter in Pennsylvania could be voted on Tuesday. House Bill 869 is known as "Libre's Law", named after a Boston terrier from Lancaster County that nearly died from neglect this summer.
The biggest change in HB 869 would make animal cruelty in Pennsylvania a felony. The bill unanimously passed in the Senate. Senator Richard Alloway, who sponsored the bill, does not feel it will pass the House before the session concludes. People rallying for HB 869 say they are not going anywhere and will not lose hope.
As for Libre, he is off almost all of his medications.
"He's good. He's a ham. He is curious and rambunctious and little devil child sometimes ,but he is perfect. He is just perfect," said Janine Guido, Libre's mother.
